Babies don't actually say words, but they do repeat what they've heard. I'd pummel the person who used that language around my baby. Probably only verbally, though.

If the baby said the word "Negro", I'd be impressively surprised since that's a historically formal term used to describe people with dark skin.

If they baby said blurted the word "Nigger", I'd still feel impressively surprised but in a disturbingly concerned manner because it can offend people.

Given the syntax it's easy for babys to enunciate that word. I would be shocked and embarrassed and want to know where that word was heard but I think I have a good idea already...
