I have a friend who consistently procrastinates, asks for extensions when it comes to their studies and whines to me about all of the piled up work they choose to delay on. On the other hand, I am very organized and do not procrastinate. So they ask me for advice, I give it and try to help them be better but they don’t take the advice… then ask me over and over again. It’s getting annoying now and it’s trickling into our friendship because they have terrible time management, wait until last minute even with plans and just overall life now. How should I handle this friend, politely tell them to shut up if you don’t want to take the advice and handle overall the friendship?

Dang, your friend sounds super frustrating to deal with! But don't be too harsh on them - we all struggle with Procrastination sometimes.
I'd say have an honest but caring chat. Lay it out - you're happy to help brainstorm solutions, but complaining without changing has gotta stop. Tell them:
"I wanna support you but the constant venting about the same stuff is bringing me down too. Lets figure out real ways you can start being more organized."
Offer concrete tips like a planner, calendar reminders, breaking tasks into smaller steps. Set clear boundaries too - say you won't answer last minute calls or enable excuses.
It may also help to do stuff together sometimes as accountability. Like study dates at the library or set weekly schedule planning sessions.
But also be understanding. Procrastination is tough to beat. As long as they try new strategies each time and don't fall back into old habits of blaming others, keep encouraging.
Rome wasn't built in a day. Have patience if they slip up but stick to your boundary of not letting it stress you too. With time and practice, they can train that brain! Just gotta find what really motivates them.
