Why aren't individuals alright with CPS getting involved if they know they don't care about their children?

How happy a mom should be about their child or kids

So housing recently just contacted DHS on my cousin. It all started with cousin applying for section 8 housing and got approved eventually. It has been 2 years of her living in an apartment, now a house. At the time my cousin had 2 kids already and now she has 5 kids total. She gets pregnant every year but she admitted to doing it for the money only. She is 34 and quit working once approved for government housing. Section 8 paid all her rent and then she quit her job. Then the program had her to pay a good percentage until she gets a job. She had to pay lights, and etc.

Nevertheless, her mom pays everything and take care of the kids. She has been taking care of the kids since they were born. My cousin leaves her mom to do it all while she wear Brazilian weave, coach brand purses, and other nice styling things. Having kids turned out to be a profession for her because of the benefits from the government. She gets child support, almost $1200 in snap food benefits, tea, and much more for the kids. Her mom cooks for her and the 5 kids, clean, buy clothing, pays the half of her bills, wash the kids clothing, babysit the kids, get them ready for school, and everything else you can imagine. This has been happening more since she been on section 8. Now she been enrolled into college and graduate in December.

She moved out of her apartment into a brand new built home that accepts section 8 vouchers. During the process, she was to pay the first down payment and provide income verification to move in. Her mom paid for this as well. She stays at her mom residence every hour of the day while on this program. She doesn’t cook for the kids or take care of them. She won’t help them with homework or anything that deals with kids. She let other people carry her kids even on their taxes return. This about money period. She moved into the new home today and section 8 reported her to DHS. The

Among other reasons, because it's extremely embarrassing and there are usually legal/financial implications for the parents.

Also, people don't usually like to think of themselves as the problem in any given situation. Having CPS called on them forces them to consider the possibility that they might be the problem.

Ooooh see I didn’t know that. They called them a few days after she moved into the new house. She definitely don’t keep the kids at all omg. Her mom keeps all 5 and the 5th one is the newborn. So housing called cps on her
