When do you feel is the best time to send a friend request?

When do you feel is the best time to send someone a friend request on Facebook? My friend says its best to do it when you don't know them and you want to get to know them, I say its better when you do it after you get to know them a little bit so its more of a greater impact. What is your opinion?
