Yes...for every occasion!
It probably sounds over the top, but this is one of those things that either you feel comfortable wearing or you don't. This is for those that do and for those who want to build up to it. =)

For me, the glitter look looks much more natural and fairy-like if you don't use eyeliner - especially not the kind that's very pronounced like a thick cat eye (Instagram heavy) liner.

Glitter can be quite overwhelming. If you want to dip your eyelid in it, but not go all the way, try the inner corner glitter trick! Brighten up your eye but stay in the realm of "safe".

The chunkier the glitter, the bolder the woman! Definitely true!

A heavy, chocolatey glitter look might not work for everyone, but for those of deeper skin tones that can carry it off, it certainly looks like magic!

The inner corner and under-eye glitter is an unusual combination, but it's one that's inspirational and unique and gives additional charm to whomever dares rock it!

Use glitter liner as a statement cat-eye look - to accentuate your eye contours or your eye color!

They're pretty cool looking, but I wonder how much these little bottles of glittery stuff pollute the environment, along with lipstick, hairspray, and everything else. All that, just to please somebody's vanity.

That is quite interesting, they look almost like scales. The only thing I would have to say is that it might not be a good idea to wear in a work environment.
