Can a school really make you wear shorts under your school uniform skirt?

My school as part of it's school uniform policy says that all girls must wear black or navy tight/athletic shorts under skirts at all times (including if wearing tights).

Because us guys will try and look up the girls skirts to see their underwear. Most of us guys lookup them including me.

Because they're aware that, Catholic or not, the wind may blow and result in some panties being flashed. Wind or perhaps some not so innocent intentions but in any case... it's just a way for them to ensure everyone remains as conservative as possible while still on school grounds.

yes, of course. I only went to a catholic/private elementary school at which we never HAD to wear shorts underneath as far as I know. However, when I see some girls at the grocery store or whatever who go to a private/catholic high school around my area, their skirts are always SO DAMN SHORT. Like ridiculously short, that it gets even my attention. Making me think it's not such a silly idea that the school imposes a rule that at least there have to be spandies on underneath. :P

My school is really strict around that stuff, like our skirts can't be shorter than 2 inches above the knee and we have to wear plain solid black or navy spandex shorts under our skirts at all times otherwise we get in deep trouble. Even on on free dress days skirts and dresses need to be the same length at least and we still have to wear the black/navy spandex shorts underneath.

no clue how bad boys are at actually looking under skirts but... I guess in high school, especially a catholic one, administration will be big on reducing any temptations, right?

Yep, they have removed all temptation for the boys by making every girl wear spandex regardless of your grade at my school.

yeah I think it's always a good idea. I don't go to a private university, but I still wear spandex under my skirts/dresses whenever I go out in that kind of outfit in the summer. Forreal, you never know when it'll get windy. It helps give you protection against creeps should you have to go up some stairs and such.

Ok I think I definitely will wear spandex under skirts/dresses after I leave school now as soon as you mentioned about creeps (so they are out there lol). I don't want some perv to see my underwear walking up some stairs.

lol yeah, I'd say that's a good choice. Like a my uni, for example, there are some stairs in the library going up to the second floor that are kind of overhanging where all of the computers are on the ground floor. These stairs have clear-glass railings. I can't tell you the number of girls who continue to take these in the summer semester while wearing a skirt/dress in the summer, giving a show to any guys who may be working on something on the computer.

For shorts under skirt:- To prevent boys to look up your skirt, also boys know that they have shorts under so they too will not waste time in trying too peep up and all (is what i think).

or may be the teachers might have seen something wrong so they might have complained..

in our school this happend one teacher complained and all the rules changed..
