Why are the girls at my school pushing the school to make it compulsory to wear spandex shorts under their school uniform skirts?

An overwhelming majority of girls at my school are trying to get the school to add to the school uniform policy that it should be compulsory to wear black or navy spandex shorts under the girls school uniform skirts. Why are they doing this?

I can't say since I've never been at a school that required us to wear uniforms (except for gym). But I think maybe the reason could be that they don't want their panties accidentally exposed. And if the skirts don't have shorts sewn into them, that's why they want to be allowed to wear some spandex shorts under their skirts. But it could also help them keep warmer too.

also boys know that they have shorts under so they too will not waste time in trying too peep up and all (is what i think).
