Hot? No. But the right color can look nice on the right skin tone and facial features. I dyed my hair a firetruck red when I was 16, and then transitioned into more of a dark chestnut red color. I liked it, looked good with my fair complexion.
Crazy colors are one hell of a project to maintain though. If you wash your hair more than once a week, the color will bleed out and fade in the shower within just 2 weeks, and end up looking like shit. It can possibly look nice if it fades into more of a pastel version of the color. But with reds and pinks it can end up looking orange and gross, and blues can end up looking greenish (as if your hair is moldy). Depends on the undertone of the dye. So kudos to anyone who has the time, effort and money to maintain difficult colors.

It can be cute but I think it's a little too fan girl, social justice warrior, 'my gender is non conforming' to be, to be honest. Sorry if that offends anyone colored hair is just associated with that to me (and sometime I do think it looks great)

Yeah it's definitely associated with that... to avoid looking like an SJW, don't combine it with a septum piercing or bright red lipstick. And to avoid looking too nerdy, don't do the full head or just wear clothes with it that are more formal and less nerdy looking.

I've had bright red hair since 2013 that it's become a part of me. Hot or not, I don't know... but I like it very much and I get a lot of compliments all the time.

Personally I don't think bright unnatural colors look pretty or hot. The darker unnatural look slightly better, to me a natural hair color always wins.
