Probably because hopefully the girl is fit (or has a heck of a good metabolism), usually they happen to know fashion, they're attractive anyway, so pretty much anything works, sometimes they add the belly piercings which is slightly rebellious...

There's the whole "feminine shape" which, if they have that shape, and show off a little (peekaboo!) it's nice.

But if she's 75 pounds + overweight, it won't work for most guys the same as it would as a woman who was fit /thin. If she's 80, and fit, I don't know if it would work for 20 or 30 year old guys the same as if it was on a 20 or 30 year old woman.

And when she's too young, then no... My guess would be unless the guy is a pedophile, then we don't like that.

But 16+, it's usually pretty comparable to the guys age, to a degree. Like when I was 17, I'd be tring to sneak a peek at the car wash cheerleader teams in the summer. Now, no. They look like kids to me. A 25 year old who is fit and is cute AND has a tiny bit of her flat stomach showing? Love it. I still try my best not to look or oggle, but yes.
