Not many people know, but heels were originally made for men.
Prior to the 1600's, they were exclusively worn by high-class men to make them look more powerful/wealthy. It wasn't until women actually started adopting heels and a more masculine wardrobe to prove their own dominance that men stopped wearing them.
Guys still wear quite high heeled shoes and boots though. There are many who wear cuban heels and cowboy boots, and there are quite a few male celebrities who have been snapped in public multiple times wearing "women's boots".
That said, I think the key is to just be yourself, do what you want, and to try to ignore the societal norms. A lot of women have shaven heads which isn't feminine at all. I know girls who wear men's boxers because they're comfy. Many, many women wear a traditional "business suit" to work, much like most men.
What throws people off is that it's just so unusual to see a man wearing high heels, or "women's clothing", so it either goes one of two ways. One; absolutely nothing happens and most people will probably double take at the most. Two; somebody will say something to you about them, perhaps negative or ask questions, but that's where you have the power to be assertive, polite, and help kill the stigma that, actually, it's really not a problem if guys want to wear heels.
I've been out in public wearing dresses, skirts, high heeled boots, bras, stockings, you name it. I just felt comfortable doing that. Nobody ever said anything negative (at least not to my face), quite the opposite actually. I had women complimenting my outfit, my shoes, my hair, my makeup, and I had one or two lads say "you've got some balls to do that pal, good for you", so it was actually quite heartwarming to be accepted almost instantly.
In short - yes, men can wear knee-high boots. They're a great confidence booster, and hey, if women choose to wear make-up to "look nice" and "feel nice" about themselves, then I'd say a pair of boots on a man is exactly the same.

I wear thigh highs and crotch high boots with low flat heels (under 2in) and they make me feel good. The only reason why I don’t wear high heel boots is because it would make my butt bigger which is what girls aim for, also it is impractical to walk in compared to lower heeled boots
