Penis size can have an effect on the sex being had. Plus, girls being able to brag about the size of their man's penis among her friends as a sort of trophy is going to be more prevalent than a man talking about his girl's boobs that everyone knows what size they are more of less just by looking at her in public.

Men are definitely more insecure. Let's not forget you really can't increase your penis size, where as women can technically get breast implants or they can get bigger through things like pregnancy/weight gain. After all, boobs are mostly just glorious sacks of fat.

I've had flat chested friend who felt insecure about their bra size, and I personally feel insecure about my dick size. That being said, I've never known a guy to turn down sex or complain about it due to small boobs (though have mentioned they missed playing with bigger boobs).
