It's just the photo and the lighting. The top photo is obviously professionally done, the guy's got a more flattering expression, his beret is covering his receding hairline etc. Second photo is some shitty bathroom selfie, the lighting is crap, he's looking down slightly which makes his eyes look droopy too.
