Does having medium skin and light eyes considered "an exotic look", if so why?

That's a cultural perspective. Maybe because as in ancient times lighter skin was associated with people who didn't do labor in the hot sun, thus burned a darker color. Yet I find women of slightly dark skin such as those from India and Vietnam to be extremely erotic. To me, all women of races have their own beauty I find amazing.
