Generally hildren should be allowed to wear whatever they want. As soon as practical children should be given a clothing allowance and the responsibility for dressing themselves. Some children will be ready sooner than others.

I would not say there really is an age limit. A short heel is fine for even small kids, just not as an everyday wear. Most high heels are bad for the feet, and I guess even worse when your feet are still growing.
