How young is too young to wear heels?

Generally hildren should be allowed to wear whatever they want. As soon as practical children should be given a clothing allowance and the responsibility for dressing themselves. Some children will be ready sooner than others.

There is also the height of the heel, that is pretty important.

my sister wore them and 13 as did my daughter, however the heels were 3-3.5 ish.

I would not say there really is an age limit. A short heel is fine for even small kids, just not as an everyday wear. Most high heels are bad for the feet, and I guess even worse when your feet are still growing.
