For certain occasions yes, but heel height is a bit of a nightmare, as balance sucks and you run risk of damaging ankle etc.

I would advice against it. Not only is your feet still developing so the damage they do to your feet is not only more permanent it's also means more time for the damage to actually happen. That said it really depends how much you use them. Since they are bad for your feets, there is no reason to ever use them.

However, personally, I would prefer my 13-year old daughter to not have heels. She's still a girl and nowhere near a woman and the last thing I'd want is to fetishize her for pedos with heels. She'll grow up soon enough - no need to hasten the inevitable.

Why not? Except for the last 140 years, most 13 year old girls would be considered old enough to marry. Shakespeare's Juliet was two week shy of 14 when she was to be engaged and at that time, people, including her parents, didn't think she was too young.

No. 13 is a child. High heels are used to increase height and appeal. There's no reason for a 13 year old to need that. Buy a pair of converse and go play with your friends. You'll have plenty of time for dressing up when you get older.

Not at all in my opinion. I've heard heels hurt your feet pretty bad. I'd say 16 is the youngest to wear genuine heels.
You can always wear a shoe with a small, flat heel and that shouldn't hurt or cause issue
