Here's my view on the whole make-up dealio:
It's complicated, but I think makeup being a turn-off is going to be generally relative to the person. The equivalent is like auto-tune in music. If you T-Pain'd a singer like Freddie Mercury, it'll sound bad since Freddie was already a good singer. Maybe a little pitch correction wouldn't be bad, but it would feel less natural & the original would always be better. If you add in some minor pitch correction to Spencer Sotelo (from Periphery), it fits good in the mix. Even though he is already a good singer, he isn't 'legend status.' Add in too much and flatten the vox, and it'll sound bad. If you don't add some pitch correction to Blink-182 vox though, it's going to sound not as good, since Blink's vox are sort of mediocre. If you don't T-Pain someone like Cher, it's going to sound bad (presuming Cher is a bad singer) and a robotic voice will sound better than reality. It's all depends on the person their self.
A person that looks stunning without makeup is the ideal, but that is very rare. It sometimes is the case though, where someone's face is just that aesthetic. In this situation, adding makeup will look more unattractive, since it'll seem unnecessary. Makeup is a turn off when it seems there for the sake of being there. Chances are that said person without makeup will look more attractive than anyone with makeup added.
People with a semi-aesthetic face look best with a light makeup. Adding too much makeup will look more unattractive, but adding a little will make the person look better and maybe help hide some of the minor flaws. A little makeup won't help the person look better than an aesthetic face without makeup, but it'll look as good as an aesthetic person with makeup on.
People with a not very aesthetic face look best with a moderate amount of makeup. It may not make the person more attractive than someone with an aesthetic face, but it'll help em out. I dare say even too much makeup (to an extent) is more attractive than no makeup at that point. Tough to say.
People a very not aesthetic face look best with good amount of makeup. You can still definitely/easily go overboard with it though. Again, it may not make someone look more attractive than someone with a not very aesthetic face with makeup, but it can help.
If I had to rank everything real roughly, my view is...- Aesthetic, no makeup is better than...

**Disclaimer: Too much makeup is only to an extent. If it's extremely exaggerated, aka "clown makeup", this would make the person less attractive.
It's also very hard to rank anything perfectly, since people don't fall into 4 categories. Everyone is unique.

Natural is better than makup, especially if you use too much makeup to the point that you look like a barbie doll. Just go natural, if you are insecure, just use a little makeup, but don't spend hours on it.
These girls are "influencers" and "make-up artists"? Yeah, no they're not. Seeing their faces I just get this irresistible urge to find a hammer and chisel and start chipping away, because that's what it must take to remove all that gunk.

This level of makeup is INTERESTING and EYE CATCHING but not attractive.
Think of it like this: a man on Instagram has a penis so large he wears pants that have legit 3 legs. It is just as wide and long as one of his actual legs. Would that be eye catching to a girl? Yes. Might you or girls be like wow and stare at it for a minute and wonder? Yes. Might even some girls want to take it out and see what its about? Yes. How many girls would actually want to be in a serious relationship with him? None.
