No, especially not if it's purely cosmetic and has nothing to do with any health issue.

Without getting too political, I don't think there's really a way to make much of anything "free" in life. The employees who perform the procedure need to be paid somehow (good luck getting anyone to work for free), and money doesn't grow on trees or appear out of thin air. In turn, companies cannot pay employees if they are not making a profit and being paid for their services. Most so-called "free" stuff is just taxed (and I don't see taxes for plastic surgery ever becoming a thing), so you end up paying for it somehow anyway.

It should not. You have a choice to choose to love yourself or not. Self love is important. People who have plastic surgery must not love themselves it they are constantly changing what they are blessed with. If someone injured you it should be free but otherwise if is for a superficial and cosmetic reason you should pay.

It is in emergency situations in my country. Well, technically nothing is free because everyone pays into the NHS through tax in the UK but it has the appearance of being free.
