Why is it that when we think of feminine women, we tend to think of their appearance, FIRST?

hard to explain my question but, like, I just saw a question on here, where she was asking people to pick the "most feminine woman out of a selection of women". They all had very formal looking clothing on, and makeup and all that stuff. That's fine, and whatever, but, why is it that, the first thing she thought of when she asked to choose the most feminine, was their appearance, especially their clothes?
