Why are pants considered not modest?

So I've been told time and time again that wearing pants isn't very modest, they suggest that a skirt of at least knee length is modest.
What do you think are pants modest or is those who told me this telling the truth?
How is pants not modest if they are right?

Pants are modest. If they cover most skin, they are modest.


Pants, however, may be seen as “immodest” on women, because it isn’t “proper” clothing according to some religions, cultures, rules, etc. Also, certain styles of pants may not be considered modest, like skin-tight pants (leggings, skinny jeans).


However, in my general standards of what is considered “modest,” pants are as modest as it gets for covering the lower extremities lol.

Probably because they show more of the butt and groin area than skirts do.

Because generally speaking, pants are more form fitting than the typical dress or skirt.
