I think context matters. For instance if it was at someone's church or in a Middle Eastern country, it makes a lot of sense. If it's some guy or girl who just doesn't like her skin, probably not as important. The girl shouldn't change just for other people's happiness but some considerations might warrant thinking about it.

I'm sorry... I didn't see your follow on question before this. So, I personally don't have a problem with this dress at church. BUT... there will be a lot of people who do have a problem with it. They'll say it's too revealing or too sexual or too something. Or they'll be jealous of how good the wearer looks in it. So, again, I don't find anything wrong with it as church attire, but many will.
