Girls, How do tights/nylons/pantyhose feel on a rainy day vs. a fair day, when outside?

It feels no different whatsoever
It feels damp briefly, butit dries out shortly and there is no real issue
It feels yucky. The moisture gets trapped in my legs and I feel soggy for hours
