Probably an ingrown hair. Shaving can certainly exacerbate those. Use very hot water, a high quality shaving lubricant, change your blades often and shave in the direction of hair growth, not against it. If you’re using a cartridge razor with multiple blades, you might be using one with too many blades. Contrary to popular belief there IS such a thing as shaving too closely. I strongly recommend you study the art of shaving properly. It’ll change your life. Therein is only a hint of hyperbole. Yeah it's from shaving maybe, while your hair regrows, it can grow in wrong direction and poke your skin, which will lead to inflammation and bump, it is self resolving
