I don't know about other men, but I'd NEVER compliment a woman on a fake enhancement because, simply put, it's not HER, it's an add-on product. The exception would be something like lipstick or gloss, or maybe a nail polish color, that covered her natural features. Even then, the point of a compliment, in my opinion, is to say something uplifting about the feature or the person, not the accoutrement. I'd never just say " that's beautiful lipstick", but rather "your lips really look beautiful in that color".
I always just tell my homegirl that she's beautiful inside and out. Like she's great to look at, but she's also a pretty awesome person.
I don't wear makeup (I don't consider chapstick makeup because I use it to keep my lips from being dry in the winter months), so I'm completely natural. Obviously I'd prefer if a guy complimented me for my natural beauty- mind you, it never happens, but one day!
I have no reason or urge to wear makeup (plus it breaks my face out) so I rather a guy like me for me, not having to enhance my looks.
Both is good I don’t wear much makeup but I do my nails. One example of natural that kinda made me a bit self conscious was a man sniffed me and told me I smelled amazing when I was sweaty and not wearing any fragrance, I normally wear perfume which is a much more normal compliment lol

Make up does not change your whole face, unless you're a real talented expert but majority of women don't look much different with make up - so it doesn't matter
I think it's important that a man compliments a woman on her natural features. Since, we're not going to wear make-up consistently. (It's not good for one's skin anyway.) Plus, it's a good way to know that they appreciate you for who you are rather than who you are with the make up on. It may seem little, but it goes a long way when it's genuine.
I wear some makeup but not a lot. I'd be flattered by either one, but I think it would mean more to me to be complimented on my looks without any makeup
Generally, all human beings become happy by compliments. Therefore, both is important but ı believe if a man compliments only for makeup, it doesn't have too much effect
