I often hang out in a short skirt or short shorts with bare legs in freezing winter days. The temperature is not a problem. Movement can warm me up. It's OK if not stay outdoors too long. I never get frostbite. I think it is fashionable and many of my friends agree with me.

Cute, sexy, as long as you can take it, nothing wrong with it. Lots of girls do it! I remember one VERY cold day (and I don't even wear a sweater unless it's below 40!), walking a friend of mine to her bus stop after college and we saw a number of women running around in mini skirts!! I asked her, if girls are ALWAYS so cold, why do they run around in this freezing weather in mini skirts? She couldn't figure it out, either!! We were both wearing jeans and heavy, thick winter coats!!

I've done it before, skirts, shorts, I don't recommend it though. I do admit I can be a little silly and weird though.

Yeah, more clothes can keep me warmer. But I can keep warm in other ways.

My nephew wears shorts if it's cold and doesn't bother him. Though not freezing weather maybe like 40's. I like wearing pants as my legs would cramp from the coldness plus I like to keep warm.

Aha! You remind me that I ever wore a miniskirt with bare legs in winter and sat in the chair in a park. I did feel cold in my legs soon. Then I stood up and walk around to get warm.
