I mean... maybe. Could be for family get-togethers. If it was made with love, you have to try it. You could hang on to it and show it off down the line, like 'see here, remember this, grandma made this for me.'
And by the way even though times have changed, we can't only think about the current meanings of words. We still talk with older generations, so we still have to remember that the older context being used, shouldn't be judged, if they're still used to it.
Saying things like, we had a gay old time, meant that it was a happy time. Or even, 'the streets were gay and full of people,' meant that it was bright and attractive. Until everyone is on the same page, we can't judge the book, by its cover.
Seems like the Jester wants you to look colorful. However, in "Bringing Up Baby," Cary Grant, in 1938, who'd lost his clothing and was hanging around in a frilly woman's robe while it was being cleaned, was confronted by a woman who asked why he was wearing the girly robe.
He hopped up and down, visibly annoyed to be IN the robe AND asked WHY he was wearing it, and hooted, "Because I was feeling a bit GAY!"
So the term has LONG been used, but maybe not in ALL circles! Hollywood recognized it and wrote it into that Hepburn/Grant script for comic effect.

As to the aspect of a grandmother crafting a garment consisting of the varied colors that the world has to offer, I would wear it gayly with joy and happiness.
Though not part of your question, there are other modern aspects regarding rainbows that don't sit so well with me.
Rainbows are nature's occasional, wonderful gift to the world.
I'm for leaving rainbows to be rainbows, not to be usurped as political symbols.
I fought in two wars I don't have to prove shite to anyone and I'd flaunt granny's jumper... whatever that is with pride. Hahah maybe that's not the best word to use. Anyway, a jumper that jester thing in the picture? F it. Sure. I'd wear it when I visit her.

I think they mean happy judging by the fashion of clothing the woman is wearing, it looks like before any of the stuff we have going today and homie there dressed like a jester
