How to create hair curls like these?

They're small, not too fancy, also not too tight but at the same time they're pretty uniform.

I've tried out small curling wand and the curls looked similar especially the day after, but still not the exact style.

Dutch braids have given me a very close match but the top of my hair is always flat no matter how high I make the braids.

Do you think a "wave artist" curling tool is needed? I would prefer NOT having to buy another tool, I already own too many of them.

I know you said you’d prefer not to buy another tool but aside from hair salons, you most likely need a 3 barrel hair curler to achieve that look. It’s what I’ve used to get a similar or the same hairstyle

Are you naturally curly and wavy? Use a wooden comb, your favorite essential oils and other hair oils.

Also use a good shampoo and conditioner. I use a wooden comb, black Jamaican castor oil, amla berry oil, almond oil, etc. Also for shampoo and conditioner. Head & shoulders big time 😊
