My wife has been getting laser done for years. It can remove the entire follicle (this is ideal) but it depends on the pigment and some other factors. Other times it'll just burn the top layer which will grow back.
Wife no longer needs laser in some areas, but still needs some in others but there is less. No issues otherwise.

No, it is done with a laser connected through a fiber optic cable. In the old days they did it with a hot wire but the laser can go deeper beneath the skin and zaps the follicles

It's not safe at all.
Costs a lot of money and you also have to go back for multiple treatments.
