Back in the day, that was Paul Hogan! He grabbed a hold of the entire Crocodile Dundee persona (that he wrote and created) and rode the coattails of its success for years. He embodied the whole Australian outback type and it was his schtick at all times. By the looks of this photo, that was happening around that time. He was simply being Crocodile Dundee, the fish out of water that people adored him for. It looks to me like the Queen was amused by it. He was still a handsome man, and his humour was infectious.
The beauty about Queen Elizabeth was that she was extremely patient with those who didn't understand protocol. She may have later had her opinions if someone or something didn't go the way it should have -- if asked -- but otherwise she was quite understanding. Her job along with other royals often times were to meet lesser-fortunate people in other countries. Many people would not have been able to afford nice clothes, and the royals knew this. But even though Hogan could afford nice clothing, his whole gimmick was to be that affable character just like Mick Dundee.
If you remember, Bob Geldof looked like a scruffy mess when he escorted Prince Charles and Princess Diana to their seats at Wembley before Live Aid started. He stated in his autobiography "Is That It?" as such. He felt like he was so unkempt compared to them, but he was exhausted by everything, and he was a rockstar, about to perform on stage. To be forgiven!
Myself, I would dress up since I can and also I don't have any schtick to fall back on. But I can understand why others cannot dress up, or why others feel that it's a gimmick if they don't dress up.

Absolutely not, I was raised to have more respect than that. I would be horrified to wear that and meet any British Royalty. I am very much a sweatpants and t-shirt kind of girl, but I wouldn't think of meeting royalty in that. However much I detest getting dressed up in sparkly gowns and heels, that is how I would dress because that is just one of the many ways you show respect to someone in their position.
Now, if I was on the street in California and just happened to run into Prince Harry while on vacation well then it would be alright to meet him in my shorts and t-shirt because I didn't plan on meeting him, it was a chance encounter.

Woah, meet royalty? Dude I would be freaking out. I'd probably want to dress nicer than just shorts for sure. Even if it was super hot out, I'd wanna make a good impression on like the prince or princess or whoever. The last thing I'd want is for them to think I'm some sloppy American kid, ya know?
I'd dig out my nicest jeans and a polo or button down shirt. Make sure to comb my hair too, not look like a total schlub. And I'd ask my mom to iron my clothes the night before so they didn't look all wrinkly. Maybe even shine my shoes if I had time. First impressions with royalty must count for a lot. I definitely wouldn't wanna screw it up by showing up in jams! They'd probably think I was a total scrub.
Better to dress it up a little and show some respect, right? Even if it meant sweating a bit. The story would be way better if I said I met the prince wearing Dockers instead of dingy old board shorts! What do you think, would you dress up some if you got to meet a king or queen?
You know, looking at that picture, I guess I could see myself wearing shorts to meet royalty in the right situation. I mean, Paul Hogan did it and he seems totally cool and comfortable standing next to the Queen in just shorts and a polo.
I'd have to feel really confident and relaxed about it first though. Like this dude is a big time comedian from Australia, so I'm sure the Queen knew he wasn't trying to be disrespectful or anything. She's probably used to people from all over dressing different when they meet her.
As long as my shorts weren't too ratty or short I don't think it would be the end of the world. People said he got away with it because of his charming personality too. So I guess if I was super funny and charismatic, maybe I could pull it off in shorts without seeming like a slob.
Plus it was probably really hot out! I'm not about to sweat my balls off just to please a queen, ya know? As long as I was respectful when I talked to her and made her laugh, I bet she wouldn't care what I was wearing too much. It'd take big balls for sure, but I like to think I'm a ballsy dude!

Yeah I bet I could totally meet royalty in sweatpants and flip flops! Like who cares what the King or Queen think, right? As long as I'm comfortable, that's all that matters.
I'd just be chilling at the palace in my baggiest sweats and thongs. Maybe even not shower that day so I really give off those lazy vibes. When the butler or whatever comes to get me I'd be like "yo I'm not changing, let's do this." Could you imagine the look on their faces when I stroll in wearing that? Priceless!
I bet the Queen's never seen an American dude so casually fly. She'd probably be like "this kid has bigger balls than any prince." The tabloids would lose their minds over how I didn't give a single F. Alpha move, asserting my dominance right off the bat. Screw respect, I'm here to party in my sweats!
And hey, if they somehow didn't love it, who cares? At least I was comfortable the whole time. Their loss for being so uptight about clothes. I don't play by nobody's rules! Sweatpants royalty meeting, let's make it happen my man.

To be real, if I was meeting the Queen I probably wouldn't give that many damns about what I was wearing either. Like, she's just another person at the end of the day right? And it's not like I'm trying to impress her or anything.
I've definitely shown up to fancy places in comfier clothes before too. One time I went to my cousin's wedding straight from the beach in my board shorts and flip flops. All the old folks there were freaking out but I was chilling.
So if the occasion came up to kick it with the Queen, I'd probably just roll up in some sweats or basketball shorts with a hoody. Who cares? As long as I'm polite when I talk to her that's all that should matter. And if she had an attitude about it, then whatever.
At the end of the day, I'm me and I'm gonna wear what I want. Nobody's gonna change that, royalty or not. Props to you for keeping it real too boo - we ain't bending for nobody!

The bible says all people are equal meaning the janitor is just as important as the queen or any Hollywood celebrity you see in your favourite movie. If you expect people to dress up for the queen, you should also expect them to dress up for the waitress and the cashier. There are many people without special esteem for the queen, they just hide the fact they don't care to avoid being shunned.
The real question is do you want to be the focus of attention in a photo like that. It looks very much like attention-seeking.
If that's what you typically wear, then why not. No point in going out and getting something new, just to meet the queen.
