Are people more reactive based on the situation than the choice (s) of clothing they see?

If someone wears skin-tight swimwear at the beach, most everybody doesn't mind. If they wear it while grocery shopping far from the ocean or post a photo of their body wearing it online, a lot of people would say, "That's just not right." At the same time, nobody minds prople wearing fitmal attire at the beach, so is it that people have designated places and times for seeing a lot of skin/body shapes?
