I guess it depends on the hotel policy. Some hotels might ask you to leave the pool if you're in underwear. See the vibe of the hotel and depending on what you see make a decision.

Can you? I guess. Should you? I'd say that's weird and I wouldn't personally do it. Let me put it this way: I would wonder what on earth a guy was thinking if I saw that, and think he was cheap and a bit clueless. And believe me, it would be obvious because of the material and style. No offense, and good for you asking! It's definitely an unusual question, and probably other guys have wondered that, too.
I've done that a few times, wearing a pair of shorts once, and boxers another time, when I didn't have my suit with me. I did that when the pool was mostly empty, because even though it's not see-through, when boxers and shorts get wet, it's pretty obvious what's inside. 😉
