It seems that South Asians do so but my perspective is different. Ours is the only country with a dark-skinned goddess Kali who is known as the destroyer of evil. Moreover, there are many popular actresses like Bipasha Basu, Priyanka Chopra, Chitrangada Singh, Rimi Sen and so on with a skin tone that would be called "muddy" by people from other cultures. Therefore, despite centuries of colonisation and subjugation of the Indian culture, people still like darker women. There is a growing movement to accept brown skin, especially in urban areas.
I live in the US. I'm sure that some places, there are people who despise very dark skinned women and men... but I haven't heard anything from anyone about that. I've heard occasional racist stuff against black people, Asian people, etc; and they're usually called on that crap pretty quick, but nothing about darker skinned people vs any other person from a "subculture" or group. I don't hear a lot of racist stuff, period, but if I do, it's about, say, ANYONE black or ANYONE Indian, or Jewish (from not just white people, but a lot of other "minorities.")
It seems like the few racists around hate certain groups "in general" verses specific skin tones (or other sub cultures) in that group.
IF people ARE discussing this stuff, it's not when I'm around. I may be naive about numbers, or specifics because I know a lot of people who don't give a rats behind about HOW dark (or how light skinned) someone is. The few times I've been set up or one or two friends have worked on it, race or skin tone isn't mentioned. It's not a thing in my world.
I wouldn't say "despise", though I've noticed that black and Hispanic people are worshipped like gods, because they're seen as marginalized and Americans love people who are marginalized. Arabs and Indians don't get the same kind of worship, because they're considered successful in America. In fact, Indians are the highest earning group in America. Therefore, they don't need to be helped or promoted. Many White Americans suffer from a phenomenon known as "White Saviour Complex". They act like social justice warriors and proponents of equality, but in reality they only love advocating for people who are worse off then them, because they feel better about themselves. Americans in general hate successful people. That's why they're always worshipping blacks, Latinos and Palestinians, but put down Whites, Asians and Indians.
It's ironic because 60 years ago, when other minorities were being discriminated against, Indians and Middle Easterns were the only ones who could still get jobs and become successful, especially in entertainment. American people found something fascinating and exotic about them. But now that they've become more successful than White people, they're seen as a threat. Point being, Leftists aren't as tolerant as they claim.
Preferences in America are pretty diverse. Some like pale skin, some like olive, others like tan. There's also people who like all kinds of looks.
But I will say that although black beauty does have some fans here, unfortunately there still is a negative perception regarding black women's features. Preferences are fine and all, but I think it's shameful to make someone feel ugly by using disparaging comments based on what that person likes or not.
The positive is that in the past few years black women have started to regain control of and celebrate their own natural features. There's the natural hair movement where many of them are choosing to embrace their natural hair instead of using wigs or trying to change it.
That image of Goddess Kali is so beautiful by the way. So is Bipasha.
I mean in America, there would be no issues. I’ve never seen anyone say anything negatively about Priyankas skin here. But in homogenous countries like East Asia, yes, they would be discriminated against for their skin tone. Indian culture is unfortunately cut into 2 mediums of the good and the worst. No in between. And from what I’ve seen, people tend to think negatively of Indians in general. Also, I consider these women brown skinned. I would consider a woman like Anok Yai a dark skinned.

Now some people just aren’t physically attracted to dark skinned women. Doesn’t mean they “despise” them though. I also think that creates envy, anger, insecurity and jealousy in some dark skinned women. Sometimes that unfortunately wrongly translates into accusations of “racism”. But it depends on the emotional maturity of the person.
One thing about skin color it’s a immutable characteristic vs being overweight which you can change. You can’t change your skin color easily unless you are Rachel Dolezal or the late Michael Jackson.
So I am usually very nice to dark skinned women despite not being attracted to them. They have some other challenges to deal with.
I don’t know what world this is where brown skinned women are in any way regarded as some kind of “less than”. As a white, heterosexual, male I have always been aware of the immutable beauty of women of any culture or ethnicity.
The global metric I would offer is this: In the Miss Universe Pageants the absolute majority of the winners in the last 30 years have been from countries where their population was majority darker skinned and I unmistakably of their nations ethnicity. Even the US, a multi-cultural melting pot, has had almost half its winners a woman of color.
Despite the never-ending ramblings of popular media about the seemingly endless scourge of racism even a brief scan of popular female actresses, singers, models, and performers will reflect a broad and varied market for the beauty of women of all backgrounds.

Whether black, white, what have you no one should be discriminated against or seen as more “beautiful” / “superior”. Those that put down darker toned skinned individuals are awful racist bigots! See people for their sweet personality on the inside, not the skin they were born with. White suprematists are morons.
I don't think they do, but I could care less what society thinks. I tend to go with my own instincts and I think brown/dark-skinned women are very attractive. What someone else thinks is totally irrelevant to me.
I cannot speak for society, but I do not care about skin color. I have dated very dark skinned girls and almost pale ones. I care about the type of person she is not things over which she had little to no control.
After 1967 in my country, and the dust settled, it's not an issue anymore. Never was for me. Now their dad did have a problem with them dating a white male, however.
