What should I wear to this party?

My posh friend/acquaintance *Tina* has invited me to a private dinner party for next year in summer. I don’t know whether we’re meant to dress up or not. I know Tina always wears smart casual clothes. I was thinking of wearing my long, sleek black pencil skirt with a medium blue or forest green linen tank top. With a string of pink pearls and some pretty sandals. Is this appropriate?
