I think it's a compliment. It's synonymous with adorable or charming.
Cute is my favorite kind of sexy and beautiful.

Most women I've known like to be considered cute, to wear cute clothes to have cute hair style, drive a cute car, etc..

I mean, is it condescending or offensive for men to THINK of women as cute, no necessarily to CALL a woman cute.

There are better ways to compliment a woman, depending on the circumstances.
"You look hot." "You look gorgeous." "You're absolutely adorable." "You're sexy as hell."
