Why do cheerleaders have no problem showing their cheer shorts under their skirt?

Since you just really technically wear short shorts, under cheer skirts (and we're talking skirted uniforms), why are you ok with showing the shorts under the skirt, as opposed to when you're not in uniform, but still wearing a skirt
