depends on how old the person saying that is. i know when i was a teenager i told a 23yo girl they looked good for their age and i told a dude in his late 20s he looked a lot younger and i thought that was a compliment. both weren't that happy about it lol, especially the dude.
now personally i think maybe for women over 33-35, and for men over 37-40 you could say that, at least for people in my age range (early-mid 20s)
