Well, lots of cultures HAD men in dresses for the longest time. I don't know why pants caught on. Saved money? Less material in the way when working? Less material needed to make the coverings?

Today some men do wear kilties and a few wear dresses. Dunno if it's ever going to catch on in a big way again, though.
