All according to what you like and what you find acceptable. In some circles women with unshaved legs is OK, as are men with hair on their chests.

Also according to what regular maintenance of removing said hair you'd like to participate in. A whole lotta hairless takes a lot of time and causes a lot of nicks. Also some people experience ingrown hairs, which are painful.

Cost, benefits, appearance fitting in analysis has to be done!

No, one was a black woman in her 40's that looked like she hadn't shaved in a month or two and she was wearing red pantyhose and you could easily see the thick black hair through them! Another also looked like she hadn't shaved in a month but she was white, wore ordinary pantyhose and you could see slightly dark blonde hair through them.
