Every couple weeks, I get these tiny points of skin at the very edge of a fingernail or three but I never know they're there until I scratch my leg and they snag a thread from my socks or I run my fingers through my hair and one strand refuses to let go of my finger.
I get nail clippers and cut them off but, quit often, withing a few hours or over night, they grow back!! Sometimes I'll try filing them down but it either doesn't work they come back before too long.

Those “finger spires” are almost certainly little hangnails or tiny nail plate splits, and they don’t actually regrow in hours, you’re just catching the same rough spot again.
Keep nails short and gently rounded with a fine file, moisturize cuticles and nail edges daily with thick cream or cuticle oil, avoid biting or picking, and wear gloves for wet or chemical chores. If one catches, smooth with a very fine file instead of clipping too deep into the corner.
No, it's nothing to do with the nails, just the skin beside them. Even when my nails are cut bone short, I still get them.
