What does it mean if a guy introduces himself to you but has not talk to you?

So a few weeks ago, a guy came up to me and introduced himself to me. He shook my hand and we exchanged names and made small talk. He didn't ask for my number but he seemed kind of shy. I figured next time I see him, I will wave at him.

However, once my friend and I were walking to class, he walked right past me without acknowledging me.

I always see him staring at me on campus though but he hasn't come to talk to me. And now, every time we walk past each other, it's awkward because we just ignore each other's presence.

Is he waiting for me to make the next move? Or is he not interested anymore? I am not really good at this but I think I do like him but I just don't know what to make out of this.

I'm thinking he's shy, and wouldn't know what to say if he approached you again. So, he probably didn't know how to react when he first saw you after the small interaction you two had. Since he nonchalantly avoided you then, he now does the same every successive time he sees you.

If you approached him and started conversation, I definitely think he would appreciate the effort. This would likely give him an ego boost and offer him the confidence to approach you in the future. And hopefully he'll ask for your number one of these times so that you'll be able to stay in contact!

Shy people are hard to read. My guess is that he most likely used all his courage introducing himself, only to get the impression that you didn't like him. Now he is embarrassed and avoiding you.

When a guy is shy to the point where he doesn't talk to you and keeps staring at you, it could either mean that he likes you but is shy and scared to talk to you, or he just blank staring especially at you because you look interesting or you are just familiar to him so he stares at you with no feelings attached.
