Guy cuddles but won't kiss me or hold hands?

I've been friends with him for about 6 months, but lately there has been sparks and it has been just us going out to dinner after work or getting ice cream alone. We had never done anything, but last week while watching a movie at his house, he put his arm around me and cuddled. A few days later on our next 'hang out', he insisted on picking me up, looked nice, took me to a movie, to a really nice dinner, insisted on paying for the whole evening, and walked around a beautiful park. It was perfect. We sat on this bridge and he again cuddled me and held on to me and we held hands. My face was literally inches away from his for that good 2 hrs, and I even kissed him on the cheek and said thanks for everything, but he still didn't kiss me. He was complimenting me and stuff, but then randomly said this chick from the movie we had just watched was really hott. (?) And as we walked the distance back, he didn't hold my hand at all, until the very end, and didn't give me a hug or anything when I got out of the car. Yet as we were driving home he basically made 3 future 'date' plans. But then he doesn't text me or anything the next 2 days, but yet at work he seemed really happy to see me. I'm leaving for school in a month, but why would he even want to hang and cuddle and spend $ on me if he didn't want to get involved?

so lets see some other angles ! hmm if he had some other Girlfriend ! then mebbe he still misses her and probably doesn't want to cheat her ( though I have never found so idealistic male in real life !)

looking at it through another way .. makes me say that he is tempting you to make a move ! mebbe he likes ladies to make the first move to raise the animal inside him. I am not saying that he is a playboy kinda guy but then he wants to see how much do you really want him !

but then it really baffles me why he didn't acknowledge you with a kiss ! was it to make you more sensuous or was it that he missed some one when he was being kissed !

i think the best thing to do is just 2 be bold and ask him how come ull cuddle with me but you won't kiss me or hold my hand are you that interested in me? that's the best way to get ur answer
