Guy at the gym, always coming near me. Never says hi. Is he interested?

I constantly see this cute guy at the gym, he is always coming in very close proximity, coming on the treadmill next to me, the machine next to me, etc. He will never say hi! When we make eye contact he quickly turns his head but continues to come near me and I catch him looking at me all the time. Why won't he say hi? I'm shy too. UGH
