Do women ever avoid their crush/someone their interested in?

There's a new girl in my class, and I have caught her staring multiple times, eavesdropping on conversations I have with other girls, and always smiling when she sees me but it almost seems like she avoids me? She can hold conversation with other guys and girls, but when I try to have one with her she almost ends it abruptly or looks away.

Most girls I have dealt with aren't like this when they're interested but I can't figure out why she's staring ant eavesdropping / entering conversations I am having with other girls?

Me, as a shy girl, avoids the guy I like because I don't wanna make a fool out of myself although if the guy started a conv, I'll probably give short and simple answers.
