You're probably thinking too much. The good thing is that she's your gf so you've time to test all sorts of hugs =P
If you're just hugging normally then above her arms is fine. If you hug her below the arms or around the waist, she'll have to hug you above your arms (you're probably lifting her?) or around your neck, so I guess that's more intimate and you're probably kissing.

You could always lift her up if you're in private... I'm 5'2" and I love it when guys do that! She'll most likely wrap her legs around your waist and if you're in private... ONLY THEN... and she's ok with it, you can grab her butt. In public just kind bend your knees to get closer to her level, not too much though. And hug her like you hug any other girl!

Well when he and I were just friends and I was dating his best friend, my now boyfriend would always just pick me up in a hug by reaching around my wait and lifting me up. He's 6'3 and I'm 5'3 so we're exactly a foot apart.
