Looks. Its always looks. Outgoing personality works but only if there are looks to back it up.

Well... there was this one REALLY ugly girl that somehow managed to stand out just because she had such a kickass personality and yet wasn't a bitch. She caught my attention I guess more because of the anomaly. I would've never actually gone for her. Someone else did anyway which made me feel better.

I think it's confidence and I know it doesn't get as much attention as looks (like having pink hair) lol but confidence is definately something you can see in a person and being loud and crazy! lol
