But in your case, it's strange and very very very uncommon.

Good question. I have no idea. I think you actually found a guy who's so shy he's afraid to have sex. As rare as it may seem, I think he was tickling and snuggling with you so he could be close to you, but he was afraid to get closer. If it isn't that, I'm baffled. we met through a friend about a month before this but we'd only been keeping in contact via fb until recently. he doesn't seem shy but then again I do tend to bring out a comfort level in people, even really shy ones. he seems really nice and sweet and like a good person, but idk. maybe he's not at all interested and just really like tickling people.
Is there any chance he was trying for more but didn't want to push me? I mean yea two hours of tickling I would think would usually be foreplay too.
