The locking eyes and smiling could be nothing. Personally I know that I can have a very intimidating presence so I always try to smile at people ( girls in particular ) who I make eye contact with in order to releave a bit of that tension.

If he's continually watching you, especially when he's under 18 years old, then he probably does have a bit of a crush. Congrats! Make of it as you will.

As I'm sure you know, there is no 1 dead giveaway sign for flirting. You can say there is something there whenever there is multiple signs that all seem to point the same way ( which you've already listed a fair amount ).

The age difference could play a bit of a factor in him not making much more of a move. I personally wouldn't date a 16 year old but that's more based on me being a sophomore in college and 16 normally means junior or sophomore in high school. If grade wise he isn't that far from you, like he's an older senior in high school, then there is a good chance he'll make a move. If you're a junior or senior in high school and he's a freshman in college there is a chance there as well, but the further the education gap there the less likely he will make a move. But it regardless of all that, it really does look like he likes you

Yep he clearly sees a future with you but is waiting for it to be appropriate in his mind. I'd hate to tell you to wait 1-2 years ( 17 is age of consent and after you turn 18 the age gap doesn't matter at all ) but that's what he is doing, which I am sure you already know and are only posting here for some sort of reassurance.

If you want to make things happen faster, which I'm sure you do, then you can try to slowly escalate things without using any titles or trying to make it seem like y'all are a couple. Escalating is basically anything that changes the nature and boundaries of a relationship between two people. Ex: holding hands, kissing, etc. Just start slowly escalating things, being careful to NOT make it seem like a relationship and NOT make it seem very public. This will allow him to go along with you, like he wants to, with ease and without feeling pressured by the age gap.

Do little things, when you sit next to him have some form of physical contact, arms up against each other, legs touching, feet, etc. don't pay any attention to it, don't act like it's a big deal, and he'll become comfortable touching you that much more. Then holding longer conversations over the phone late at night, feels secretive and private plus it's a lot more contact than he has with other girls as well as with you increasing your importance in his life. And just staying in contact with him throughout the day via text. Doing these small things increase the boundaries of the relationship and also start to mirror an actual relationship between the two of you without making anything official. Then things become easier and easier to escalate from there to the point where he will be comfortable maybe kissing you and possibly asking you out after that.

I will definitely wait However I don't see him often but when I do I always make a point to try and hug him. Like Sunday I was told by his mom he was studying and my friend and I went walking around his university and we saw him heading back to his dorm from eating but he did not see us so I text him a Hey we just saw you and I wanted to say hi text. He read it and replied 20 mins later. Usually if he don't reply within 5 mins of reading he don't reply at all. So almost as if he tried to ignore me but couldn't.

I did ask him to hang alone one on one in my basement and watch movies and he said he feels like that's pretty far outside of what our boundaries should be.

I must add he actually is the one who asked his mom to give me his number and me text him to meet up for a few mins so I could exchange a football ticket to a college football game at his UNi and once we exchanged tickets and talked he went about his way with friends and I went mine and then I never really have a text convo with him cause I'm really not sure how. Like Sunday I think he would have talked but I was like well have a good week and he said you too and I didn't reply. Cause he's just ignore some stuff and it's weird to me.

Texting:
- Use their name in the texts when you can, it makes it more personal and feel less like they're talking to a phone
- Make it fun, use all the little emojis and what not. Keep the convo light hearted and easy to talk about. Deep conversations over text during the day don't work to well, can be done late at night
- Keep it easy to respond to. If someone has to think too hard about a response to a text they are more likely to give up. With practice that gets easier.

Don't worry to much about it, if you could come off friendlier for now it would probably be better. He isn't comfortable with much else yet just because of the age gap but the more friends talk, the closer they get, and the more things escalate naturally. It won't scare him off and it will allow things to develop over time which will be a lot more comfortable for him
