It means that he is weird and that you should take your distance from him. Somebody that does that is generally having something up his sleeve and I would be cautious about him.

It is not a normal attitude, mainly not from a person that is supposed to be an adult. You can expect that kind of behavior from a child but certainly not from an adult. He may try to make you insecure, which he did since you asked a question specifically about that kind of behavior.

He is hoping to get your attention as he may have some devious intentions.
