Does constant teasing really mean they like you?

It can be both. If he's really good at teasing you then he might only be playing with you, so beware of that.

Tease him back, and slip a question in to try to pick up his true feelings. E.g. "so, are you gonna ask me out, or do you want me to beg?" (That's a silly example, but you get the idea.)

He's just good at teasing people and he does it to a lot of people but more often to me. like for little things he'll tease me about and he always eavesdrops in my conversations

If he's doing it to a lot of people then it is probably out of habit rather than anything else, and you might be easy to tease, and the more you like him the easier you will fall for his teasing. I could be anything, but don't fall in love him just yet...

It depends, if it's like playful teasing then yes they probably do like you. I used to do this to girls, just enough to get them a little annoyed at you, and funny/playful enough that they want to keep you around and actually like being teased.
