What does it mean when a guy looks at you then looks down and smiles?

He's flirted with me in the past but I feel like im getting tons of mixed signals. Anyway, we were talking and he make a comment and I replied with a smart ass kind of answer. I was smiling and kind of joking when I said it. Then he smiled, kind of chuckled, looked down, raised his eyebrow and kind of mumbled something. He is a loud outgoing guy but at that moment he seemed kind of shy/emberessed. Why do you think he did that? What does it mean? At times I think he really is into me but other times I feel like he hates me.

After that moment we didn't converse but he did look at my legs for whatever reason and kind of looked my way but didn't make eyecontact

Maybe he was looking to see if you were wearing Nylons and Flats, and DANGLING YOUR SHOE off the end of your foot very happily. If that was ME, THAT'S what I would be looking for.
