It's just being polite. It's a lot more common in some cultures than others. In some cultures it's the norm to address someone as sir or ma'am unless they are known very well and you are on a first name basis.
In a professional environment I always throw in a sir or ma'am every now and then, whether it's my boss, a co-worker, or someone under me.
In some situations, like a sever at a restaurant, I commonly give a sir or ma'am to the sever, or especially if I'm talking to the manager for some reason.
i think it's mostly a cultural thing.
i say it in joking fashion to some friends that are women sometimes

If you're older and a total stranger, I'm gonna call you ma'am cuz it's polite and that's how we were taught as a kid, and it hasn't failed us yet. It's not really a respect thing cuz I'll use it sardonically.

As a southern'er, its a force of habit sometimes.
Its not an age thing, its more of an authority or respect thing. If you give me orders, i might say yes maam to let you know you're in charge right now

I was raised an army brat, so I have always used ma'am/sir, even when addressing children.

I think it's more of a cultural thing. Such as if you don't know someones name, it usually defaults to sir ot ma'am.
I only call women Ma'am if they're over the age of 60 or my girlfriend's mother.
It's a formal way to talk to someone so I would say out of respect.
